The Missouri Compromise of 1820 established a clear line between states where slavery was legal and states where slavery was illegal. Then, in 1850 another compromise banned the sale of slaves–but not slavery itself–in the nation’s capital. These are but two of the many examples of the federal government attempting to solve, through legislation, a difficult and controversial issue.
