Many nurses encounter daily experiences that motivate them to take on an advocacy role in hopes of impacting policies, laws, or regulations that impact healthcare issues of interest. Of course, doing so means entering the less familiar world of policy and politics. While many nurses do not initially feel prepared to operate in this space effectively, the reward is the opportunity to shape and influence future health policy.

One of the significant responsibilities of a nurse is acting as an advocate for all patients. While some cases may be easy to correct or fix, just by defending, supporting, and championing for a patient, some instances may need to take a supplementary stance and involve changing of a regulation or policy.

The political arena is regarded as unfamiliar territory for nurses, although it can be rewarding once the change has taken place. The purpose of this paper is to identify a proposed bill and complete the comparison grid relating to the Bill, then develop a legislative testimony/Advocacy statement that includes my position and support for the identified Bill.

Description

The Bill was introduced on April 10, 2019, by Senator Sanders Bernard. The Bills was to be discussed by the Finance Committee. The H.R. 1384 was introduced by Representative Jayapal on February 27, 2019, and referred by the Energy and Commerce; ways and means; Education and Labor; Rules; Oversight and Reform; Armed Services committees December 10, 2019.

To include all people living in the United States, cover services such as vision, dental, preventative care, mental health, and prescriptions; everyone gains the freedom to choose their providers and eradicates deductibles, premiums, and copays, excepting the same name brand prescription medications.

Proponents/Opponents

  • Proponents; 54% of Democrats, 14% of Republicans, and 31% of Independents-strongly support (Levitt, Neuman, & Brodie, 2019, fig 13).
  • Opponents; 6% of Democrats, 57% of Republicans, and 28% of Independents strongly oppose the bills (Levitt, Neuman, & Brodie, 2019, fig 13).

Status of the Bill (Is it in hearings or committees? Is it receiving press coverage?)

As of 4/10/19, the 1129 and 1384 bills have only been read twice. Later, it was referred to the Finance Committee and is currently on this stage. The Bill introduced an almost full year ago, and since there is a lack of developments, it fails to receive enough press attention; currently, this Bill is receiving little press coverage, primarily newspapers.

General Notes/Comments

There are numerous occurrences of faults in healthcare, and whether they are intentional or not, accessibility to healthcare on treatment can inevitably decrease the errors. Moreover, the health quality of the target population, which is the whole of America, will improve, thus resulting in a healthy nation. The Bill should be passed.

Legislation Testimony/Advocacy Statement

I strongly support the Medicare for All Act of 2019 S.119 and H.R. 1384, which help in the provision of complete health coverage to all American citizens. Through the Bill, primary human care gets coverage with no existence of deductibles or copay; thus, patients have a freedom of choice of their preferred providers.

Various governments have a primary goal of improved access to healthcare for their citizens. However, the cost of healthcare and its provision for everyone is extremely high. Fortunately, for most individuals, several health insurance programs are available and in place for their benefit.

In the United States, specifically in the healthcare sector, most governments consider every citizen’s health insurance is considered as a very significant agenda. Subsequently, the governments seek to improve individuals’ access to quality healthcare, expand universal coverage, and increase access to healthcare data, particularly among the vulnerable population.

The Medicare Initiative was established in 1965 to help people aged 65 and above, individuals with a disability, and those with kidney illnesses receiving dialysis or transplant. Over time, the program expanded the coverage options to allow prescription drugs, thus serving a significant number of individuals such as low-income families, pregnant women, people with a disability no matter their age, those requiring long-term healthcare assistance. The Medicare For All Bill, S.1129, and H.R. 1384 bills have the goal to improve and increase Americans’ accessibility to palliative care.

The American healthcare system is described as the most expensive and inept around the globe appending over US$ 10,700 per capita. The Medicare for All Act of 2019 S.1129 and 1384 Bills promise to save low-income and middle-class individuals vast sums of money (Sanders.senate.gov, 2019). This discovery leads to the question that if other countries around the world can guarantee health coverage to their citizens while paying less per capita, why is the trend not in America?

The most significant opposition for the legislation is hospital institutions, as the majority of their profits are from the excessive rates from commercial palliative care plans. The addition of Medicare for All Act of 2019 results in Medicare coverage and fewer private insurance holders, leading to fewer profits to the hospitals (Abraham, 2019). On the other hand, S.1129 and H.R. 1384 Medicare for All Act of 2019 would equal to providers focusing more time on patients and their treatment and care, while spending even less time on paperwork as needed by private carriers.

An amendment to consider the S.1129 and H.R. 1384 Medicare for All Act of 2019 would be to abolish all copays for medications, without considering their brand. Drugs get formulated with various ingredients, some of which may be harmful to individual patients. Also, the specific component may not even be in existence in the high dollar name of the brand medication. Still, the presence of copay may be the reason a patient may not afford the necessary medication.

Conclusion

Advocating for patients’ needs and acting as their voice can be necessary beyond a hospital stay. Assuming a position and supporting the passing of the S.1129 and H.R. 1384 Medicare for All Act of 2019 is the advocacy patients, especially the most vulnerable in the population and citizens, in general, should be warranted. Medicare for All Act of 2019 with the elimination of all copays is an assurance that all U.S. citizens receive the same care, no matter their financial situation.
